Level 2
What is documented
“A costing procedure has been written.”
A useful basis, but no guarantee of the ability to decide when something unexpected comes up.
Level 3
What has been done and repeated
“8 of the last 12 quotes were produced without the owner stepping in.”
A concrete demonstration: the handover has been tested in real conditions and the business carried on as normal.
Level 4
What is autonomous and verifiable
“Key clients go directly to the designated technical manager.”
A high level of evidence: the client has endorsed the arrangement without requiring the owner to be there.
